It's worth noting, too, that Apple's interface guidelines were really designed for when they were introduced: 1984. This was when most apps used text screens, and if you were very lucky you'd see on the bottom or top of the screen which function keys to hit. Or it'd be menu based, with the appearance of the menus vary wildly. And if you're really unlucky, you have a colon at the top of the screen and "help" might work as a command.
